QSAFP establishes a fail-safe operating framework for advanced AI systems, enforcing runtime expiration, command authorization limits, and quantum-sealed checkpoints to ensure irreversible misuse becomes structurally impossible. It is designed to preserve meaningful human oversight—no matter how powerful AI becomes.
